Honest question, where does it say the program has been cancelled? Rather, it looks like it's been fully expended

First two are paywalls, last one is not. But it’s canceled, with only about 15% spent overall. Definitely not expended.
I suspect this is more about budget problems than an acknowledgement that the program wasn’t working, though.
